BACKGROUND

A bill codifying President Donald Trump’s January executive order banning gender-affirming care for people under the age of 19 was introduced to Congress on Sept. 18.

H.R. 5483, known as the Chloe Cole Act, was introduces by Rep. Bob Onder of Missouri and co-sponsored by Rep. Mike Simpson of Idaho. It is sponsored in the Senate by Marsha Blackburn of Tennessee.

Children across America are being lured into transgender ideology by the LGBT lobby, online activists, woke teachers and school personnel, and cultural “influencers.” The rapid advance of transgender ideology is a deadly social contagion.

Studies show that over 80% of those who come to identify as “transgender” will think about committing suicide. Over 40% will go on to actually attempt to kill themselves or others.

The brains of children and teens are not fully formed. They lack the maturity to make life altering decisions and yet transgender radicals insist that their confusion be “affirmed” with puberty blockers, hormone replacements and even mutilating surgeries.

The medical clinics that perform these procedures make untold millions but the lives of their patients are often ruined.

Chloe Cole is one of those patients. A confused young girl on the threshold of adolescence at age 12, she began questioning her gender. Online and other influencers convinced her that her confusion meant that she was transgender. At age 13 medical professionals started her on gender interventions like puberty blockers and testosterone. At age 15 she underwent a double mastectomy. Soon thereafter, after experiencing significant physical and emotional distress, she came to realize that her initial gender confusion was rooted in typical adolescent experiences and feeling uncomfortable with body image issues. Chloe also realized that none of those in the transgender movement acted to protect her interests so she has become a powerful advocate on behalf of vulnerable, confused kids.

Independent studies document that upwards of 98% of kids and teens who suffer from gender confusion will grow out of it by the time they finish puberty.

It’s time to allow children to grow and mature without interference from LGBT and transgender radicals and those who profit from gender mutilation.

We call on the House of Representatives and the US Senate to enact the Chloe Cole Act to protect children and teens from gender “transition” procedures.

Young people struggling with gender confusion and body issues are vulnerable to those who claim their emotional struggles are because they have been “born in the wrong body.” They are told that undergoing gender transitions procedures – including puberty blockers, hormone replacement and even surgeries to amputate healthy body parts – will “affirm” their true gender and bring them happiness.

But this is not true. Chloe Cole is one of those young people who were duped into gender “transition.” At age 12 she began to have questions about her gender. At age 13 medical professionals started her on puberty blockers and testosterone. At age 15 she underwent a double mastectomy. Soon thereafter, she came to regret her actions, realizing that her initial gender confusion was rooted in typical adolescent experiences and feeling uncomfortable with body image issues.

Chloe also realized that none of those in the transgender movement acted to protect her interests so she has become a powerful advocate on behalf of vulnerable, confused kids.

Congress must pass the Chloe Cole Act to protect young people from being lured into undergoing permanent, irreversible medical procedures before they are mature enough to make fully informed choices.

Gender “transition” procedures on minors have been banned throughout the world, including in the UK, Finland, Sweden and Denmark. It’s time that Congress ban these procedures in America as well.

The Chloe Cole Act will:

  • Prohibit physicians, clinics, and hospitals from participating in chemical or surgical mutilation of minors;
  • Define sex as a biological reality, not a political label;
  • Establish a private right of action, allowing victims and their families to seek civil damages against those who harmed them;
  • And extend the statute of limitations to ensure that survivors have ample time to pursue justice, even decades later.

No vulnerable young person should be lured into transgender procedures that could permanently impact their life and future. No parent should be told they must choose between “affirming” dangerous treatments or losing custody. And no doctor should escape accountability for permanently mutilating a healthy child.
